Summary:
Under direction from the Supervisor, performs work of considerable difficulty in the procurement of goods and services through the competitive process for proposals and bids.
Will also oversee the efficient and effective operation of the Central Kitchen Warehouse.
In addition, this position will coordinate training of warehouse and delivery staff on warehouse and driver/delivery duties.
This position is required to follow and enforce all policies, regulations, services, health, and safety factor procedures of the MSBSD as well as maintain all State and Federal records Distinguishing Characteristics:

Essential Duties Frequency Band/ Grade 1 Determine safest/best procedures to accomplish procurement, warehouse shipping, receiving, stocking, and inventory activities.
Daily B2 2 Oversees the receiving and reconciliation of goods and invoices and determination of appropriate courses of action regarding products such as product acceptance, product refusal due to damage, storage of products, and shipment of items from Central Warehouse to school sites.
Daily B2 3 Plans, schedules, and coordinates all food purchases and deliveries to schools and events.
Assigns the pickup and transport of supplies, foods, and equipment.
May on occasion coordinate the transport of hazardous material or gas.
Daily B3 4 Responsible for coordinating the training and advising of warehouse personnel on proper procedures including material handling, safety standards, and documentation As Needed B2 5 Responsible for inventory control management and conduction of OSHA, DEC, and HACCP Principals for Central Kitchen Warehouse.
Responsible for inventory tracking controls, reports, records, and resolution of inventory discrepancies.
Daily C4 6 May occasionally operate district vehicles to transport supplies, equipment, and other assigned items As needed A1 7 Responsible for reviewing and revising necessary warehouse forms, procedures, and documents as needed.
As Needed B3 8 Participates on assigned committees and meetings As Needed B3 9 Prepares highly technical requests for proposals, contracts and bids including formal and in-formal quotes, including statement of work terms and conditions and evaluation criteria.
Prepares cost and price analysis of proposals.
As Needed C4 10 Performs contract administration, acts as vendor liaison to ensure contract compliance.
Analyze information on vendor performance and other factors which may affect price, delivery and quality of goods contracted.
As Needed C4 11 Determines on-hand stock levels and generates information for reordering goods as needed.
Daily B3 12 Performs inventory spot checks monthly using appropriate inventory methods; Coordinates the counting of inventory items for semi-annual and/or annual reconciliation As needed C4 13 Conducts bid openings, prepares summaries, participates in the evaluation of proposals and recommends contract awards.
As needed C4 14 Assists in the processing of purchase orders and other duties as assigned.
Daily A1 15 Will be responsible for managing the procurement of items for programs such as but not limited to NSLP, Fresh Fruit & Vegetable, as well as Student Store Smart Snack and Vending Machines sales.
Daily C4 16 Will be instrumental in working with other District Departments to ensure the appropriate communication and success of Nutrition Service policies and services Daily A1 17 Must be able to work with employees and administrators to solve and mediate problems Daily B3 14 May be required to perform additional related tasks as delegated by the Supervisor or an Assistant Supervisor.
As Needed B2 Knowledge:
Knowledge of purchasing methods, procedures, policies, and techniques of specification writing.
Ability to interpret purchasing policies and procedures, and contractual documents.
Knowledge of food safety and handling and warehouse procedures.
Must be willing to obtain a working knowledge of OSHA safety rules and guidelines for warehouse environment and power industrial vehicles.
Skills (position requirements at entry):
Must be able to effectively communicate with all levels of management and associates through written and verbal methods; must possess good reasoning skills, have a positive attitude, and be able to work both independently and in a team environment.
Extensive demonstrated knowledge of computer programs such as Microsoft Word and Excel.
Training and Experience (position requirements at entry):
Bachelor's degree in related field preferred.
Previous education, training, work, or life experiences which provide reasonable evidence of the successful performance of the various tasks listed; such evidence might typically be provided by a minimum of four (4) years of previous comprehensive warehouse and/or procurement experience.
Licensing Requirements (position requirements at entry):
A valid Alaska Driver's License is required.
CDL preferred but not required (additional premium pay) Physical Requirements:
Medium Work:
Exerting 20-50 pounds of force occasionally, and/or 10-20 pounds of force frequently, and/or 5 to 10 pounds of force constantly to move objects.
Physical Demand requirements are in excess of those for Sedentary Work.
